The expensive way to do SEO is to build a beautiful site, launch it, discover it cannot rank, then pay someone to unpick the structure. The cheap way is to decide the page structure from search demand in the first week, so every page exists because something is actually being searched for.

Retrofitting SEO is the expensive route

Migration safety is part of the design phase

If this is a rebuild, the redirect map should be drafted while the new sitemap is being decided, not the night before launch. Every existing URL with traffic or links needs a destination, and content depth on important pages needs to be maintained rather than reduced for visual tidiness.
